How to connect hard drives to a computer "hot"?

How to quickly throw hards to a computer for verification? Connect power or data cable first? Does this require AHCI? Why does a USB flash drive have two outer pins longer than two middle pins, and is this related to hot plugging?

In short, I found a motherboard in which "Hot connection" - "Allow"

In order:
- Hot plug support S-ATA / SAS drives. P-ATA cannot be connected and disconnected hot (but it worked sometimes in Linux).
- Structurally, HDD sleds require simultaneous connection, but it is better to connect the data cable first, then the power supply. It is better that the interface cable is already connected when the drive is started.
- ACHI is not required, but it will not be bad from it either.
- ANY USB device has its power pins farther away to ensure that at least one of the power wires is connected at the beginning before connecting the bus. This is required for two reasons: 1. The possible presence of static electricity (it is better if the latter drains into the power bus than burns the hub), 2 - the chip on the USB device must have time to start.
You can take a closer look at the S-ATA connectors, there are also some pins longer than others, and this is due to the sequence of supply voltages at the time of connection, just on a hot one.
