How to connect from win 7 to win 7 via RDP?

Hello, there is a computer with win 7 maximum speed (a la server) and a laptop with win 7 maximum speed (a la client). I can't connect from the client to the server, neither through a white IP, nor through a local network.
What has already been done: turned off the firewall and antivirus on both sides, added a user with a password on the server, enabled remote desktop connection on the server, added this user to remote desktop users, forwarded port 3389 on the router (the port is open).
I go to Remote Desktop Connection via administrator, enter the server IP (either local or white), a user request appears, I enter the user (tried with and without a domain), the "Invalid credentials" window appears, "Login attempt failed."
What else can be done?

To test, create a new user with a password on the machine you are trying to connect to. add this user to the Remote Desktop Users group using the Select Users button on the Remote Access tab in the System Properties window . try to connect from another machine to this one using the username and password of this user.

Among other things, the remote desktop service must be running on the server and the tcp\3389 port must be open.
