When Windows boots, there are short-term usb power outages (2 times), all equipment blinks. It greatly affects the external sound card. How to fix this problem so that when Windows boots up, the power does not turn off in usb?

At boot, the system initializes the hardware and usually resets the controller to determine the devices on the bus. Some motherboards simply reinitialize the bus, some other ones pull the power.
