How to connect domain to windows cloud?

I would like to connect the second ur domain. to the cloud under windows server 2019 and have access to the php script (xampp) from the network.
I looked at several videos, but I just can’t figure it out ...
To begin with, the question is - how to connect ip statics?
I do the following:

• I write the static ip in the field with the same name
  
• leave the mask as default
  
• I copy the gateway from ipconfig
  
• I specify dns from ipconfig
  

I save everything, I can’t go to the cloud anymore ... rollback ...
