How to connect branches to the central office network?

Good afternoon.
At the moment there is such a structure.
The central office, it houses Windows Server 2016, the server is used as a file server and for storing profiles.
Workers are connected to it via the local network, there are no problems with them.
Then there are branches that are located in different cities. How to properly connect them to the domain, so that they can see Drive Maps, and all the settings on the network.
There is a VPN connection option, which I do for the most part now, but here's the problem, so that the employee gets into the domain network, the VPN must connect before the user logs into the Account. With what Windows has a very big problem, and I don’t know how to solve it.
Please let me know what other options are available.
Thank you very much.

We use kerio control as gateways + kerio vpn as software for Windows machines.
Between themselves, the gateways build network-network tunnels, and separately-sitting employees (some from home) are connected using the Kerio VPN client, which can start when the machine starts and immediately establish a connection.

And if the entire network of the remote branch is connected via VPN through a router?
