How to connect android command line tools to cs windows?

I can’t connect some of the tools to work from the windows CS, now adb and cygwin are entered in the path, they work fine, but I download the rest of the tools and some don’t plow, for example, apkanalyzer works only through the UI. An executable file in jar format, the path to Java was also written in the path, maybe I made a mistake somewhere and misunderstood? Has anyone experienced something similar? SDK Tools, Revision 26.1.1, jdk-13.0.2
