How to connect android app to pc?

I am planning to hire a developer.
How can an android application get certain interaction schemes?
Do you need access, or is it just a PC?

The REST API inside the PC application edits the database on the server, but the android takes data from the server. It is possible to deploy "servers" on a PC and connect with an android via Wi-Fi if they are on the same network (pc-patchcord-router phone-wi-fi router)

It most likely communicates with the server using RESTful services.
