How to connect access to open ports through VPN?

Hello, there are open ports 8080 and 8081, on Windows 8. Access to them goes through the static external ip of the operator. If you connect a third-party VPN service to Windows (in standard network settings), will it work in the opposite direction (inside)? Now it's ipoperator:8080, but will there be access via ipvpn:8080? Or does it require additional settings?
