How to connect a webcam (smartphone) via wi fi if the computer is connected to the router with a cable?

I understand that this question is ridiculous and simple for you, I tried to google, but I don’t even know how to formulate the request correctly. There is an android phone, I downloaded an application for webcasting via wi-fi, where you need to take the IP address of the camera and drive it into any browser in a wi-fi environment, the problem is that I need to do this on a PC that is connected to the router with a cable, as far as I understand - that's why nothing works.
Dear comrades, tell the uneducated darkness how can I solve this problem?

What's the problem? routers usually combine Wi-Fi and wired networks into one network segment. You can connect your phone to the same Wi-Fi router to which the computer is connected by cable, and enter its IP on Wi-Fi, it should be available.
There is another option that I prefer to use. The phone is connected to the computer with a USB cable, the "USB modem" mode is turned on, in the properties of the network connection from the phone it is indicated "use the connection only for resources on this network" so that the computer does not try to access the Internet from the phone. An application is launched on the phone, to connect to it via a wire, you need the IP address of the wired connection, usually 192.168.42.129 (using ipconfig / all should be displayed either as a gateway or as a DHCP server). Wired communication is more reliable.
You can similarly launch a Wi-Fi access point on your phone, and when connecting on the computer, specify "use the connection only for resources on this network" and enter the address of the access point on the phone.
