How to connect a webcam?

Good afternoon, in general, I’ll tell you briefly what I did to solve the problem:
1. I checked the drivers for the webcam, everything is fine
2. I allowed windows to use the camera and microphone in the browser and standard applications.
3. In the browser, the same thing, I did everything.
The chatroulette site does not turn off the webcam permission, BUT if you open the site with the webcam check, it works fine.
What other options might there be?
