How to connect a free base to GeoIP for the geoip_region_by_name function to work?

The admin set GeoIP on the server, but the geoip_region_by_name and geoip_record_by_name functions return null
After reading on php.net , I decided that I needed to install the base. Where to download for free and how to install?

better use nginx geoip, more convenient and faster
