How to configure SCTP protocol?

Using the application from Mobisent, I want to raise the SCTP protocol.
There are 2 IPs: client 172.27.26.53 (sctp interface of the server hosting the application) and server 172.27.35.33 (MSC/VLR address). Server pings MSC/VLR.
I am not strong in protocols, all the material that I found tells everything about the protocol and what messages it sends, but it is not clear how to configure it. I realized that you need to create a server and 2 associations (server association and client association)
Please tell me, using the example of these IPs, how to configure the SCTP protocol.

There is nothing complicated in the settings of SCTP itself. Specify IP, port on both sides and let's go. Another thing, it is not clear what exactly will work on top of SCTP. Will it be something from SS7 or proprietary? Will it work through STP or directly?
