Essence:
there are 2 switches 3750 and 2960
vtp, 2 vlan (10 and 20 subnets), 2 dhcp are
configured
on
3750

2960 is an L2 device, and there can be no question of any routing there.
On 3750, terminate the desired vlan, raise some kind of IGP (EIGRP / OSPF / etc) and intervlan routing will work for you.
What is written in the article is routing for local switch traffic (NTP / SNMP / ICMP). It has nothing to do with the problem you are looking for.
Vlan20 is, as I understand it, your management-vlan. They are usually not routed to CAN. But if you want, nothing forbids building it on 3750.
In order for traffic to fly to Vlan20, you need to use
ip default-gateway 192.168.10.1
and not ip route 10.0.0.0 255.0.0.0 192.168.10.1
