How to configure on mikrotik, issuance of dynamic ip by device name?

There is:

  1. Mikrotik 951-Ui as a test device.
  2. Computer named x211 (for example), ip-address for it will be 10.10.2.11
  3. In this name:
  • x is an arbitrary character.
  • 2 - 3 octet of the ip address, i.e. subnet.
  • 11 - 4 octets of the ip address, i.e. the address of a machine on that subnet.

Is it possible to make it so that when adding a new device, for example, with the name x212, the device would receive an exact IP like 10.10.2.12, and if I add a device with the name x404, what would it be assigned ip 10.10.4.4?

No way. ip is attached to the poppy, not to the name. In addition, the user is more likely to guess how to change the name, rather than change the poppy

There is an option, look towards scripts, in Mikrotik it is possible to execute a script when an IP address is issued by a DHCP server. But with repeated issuance, you can achieve the desired address

When a client wants to get an ip address, it sends a DHCPDISCOVER packet, it has a sname field, it contains the hostname. You can make a script that will read sname and give an ip address based on that.
Personally, I don’t understand why give clients static, why do you need it?
