How to configure mikrotik rb2011?

I dump the microt into the drain, 1 port is the hypervisor server with a static ip, into the second port of the laptop in the third static station, I get wild lags, the hypervisor does not ping from either the mikrotik or virtual machines or devices. IP at the same time issued cd dns pinged virtualka pinged. I put the most shitty router, I cut the distribution of dns and dhcp on it, everything works like a clock. What can be???

- What is the "latest" version? At the moment it is 6.41.2, although I have 6.27 on RB2011.
- It is not always necessary to update to the latest version
- Ports that are not connected to a switch work like a router - there are definitely no NAT / Mangle rules or tricky dirty filters?
- May be a bug of a specific router
