How to configure CHR on Hyper-V so that it distributes addresses via DHCP?

CHR on Hyper-V does not distribute or pass DHCP for virtual machines through a private network switch (Private).

Given:
Hyper-V Server
- External Virtual Switch (switch1)
- Private Virtual Switch (switch2)
- vm1: Cloud Hosted Router:
-- ether1 is connected to switch1
-- ether2 is connected to switch2
-- ether1 and ether2
are bridged - vm2: Windows (any)
-- Network port connected to switch2.

vm2 does not receive an IP from the DHCP server.
If you specify the IP manually, pings go to the server.

Has anyone had experience with this setup?

Also, if ether1 and ether2 are removed from the bridge, and a DHCP server is hung on ether2, then vm2 does not receive an address either. If you specify manually, pings go.
