How to configure charset=windows-1251 for a site on github pages?

I have an old Russian site, it's Windows-1251, I don't want to convert it to UTF-8. github pages gives Content-Type: text/html; charset=utf-8 Setting in _config.yml: encoding: Windows-1251 does not help.
How to make sure that the Content-Type comes from the server correctly?
