How to configure caching for faster return of statics in nginx?

They gave me a site where I need to increase productivity. Styles compressed, scripts compressed, autocaching turned on, but Google continues to show a miserable 9% performance. I thought it might be worth updating the php version, but will I break the site? Can caching on the nginx side fix the situation? If yes, how to do it correctly?

Judging by the symptoms and (especially) the description - you will not get off so easily, you need to profile the offal.
