How to configure access to two networks?

Good afternoon. I've been suffering with this for a week now. The situation is this, in organizations there are 2 networks, the first is for the Internet, but the second is for the portal that we are provided by state institutions. Both networks are configured on regular Tp-links. Now the question is, how can I make sure that employees have access to the Internet and to state portals?

well, or routes, or put 1 router "head". does it make logical sense to have 2 routers on your network?
