How to configure a static MAC for the gateway on the router? (It's not about the option to clone MAC)?

I will explain in more detail: static configuration of the WAN port, you need to create a bunch of IP - MAC for the router's gateway. In fact, on the computer, this is an ARP entry.
The question refers to cheap models of routers. Well, for an estimate <3000 r. Because you just have to work with them. I did not hold expensive models in my hands.
In particular, I would like to set up home DIR 300, and about that D-Link; all sorts of Keenetic Lite from ZyXEL; Netgear ... etc.
