How to configure a bunch of switch-> router for 2 different IP addresses?

The problem is that I live in a student hostel, and there are problems with the Internet.
So, I ordered 2 IP addresses from a local provider, for myself and for my neighbors. As mentioned above, a switch-> router bundle is used (there is a lan wire from the switch to one laptop, neighbors catch wifi). And the problems begin with the fact that if I watch some kind of video, or somehow load the network, the neighbors noticeably worsen the Internet, and also in the opposite direction.
How to fix this, because the switch is installed in order to separate these 2 channels.

Yes, you really are a ninja ... Draw and describe what comes from the provider, how it is connected to you, how it is configured.
And the Simple Switch is like an ordinary electric tee and obviously there is no way to share the channels.

Switches won't help matters. You need either a thicker channel (a more expensive tariff, respectively), or install a traffic shaper on all computers. Then it will be possible to limit the speed of some protocols (torrents, for example) and change the priorities for packets so that requests from the browser have a higher priority than flash videos and the same torrents. In this case, the total speed may even decrease, but it will be more comfortable to use, because. more important data will be transferred faster.

Well, if you have a switch with a 100 Mbps link and you have a 100 Mbps tariff, you connect a router for yourself and fill in these 100 Mbps, then what bandwidth is left for the 2nd IP? true 0 , you need to configure QoS and then connect the Internet and drive in the static settings

Phew, well, a switch is really not an option, in fact you are using one channel - the one that is on your PC as the default gateway.
To do at least something, you need to install software on your laptop, like KerioConnect (most likely the old version for Windows) or Traffic Inspector. Drive two white IP addresses or connections to the laptop and unbalance them.
But it's better to buy a piece of iron =) in three for 1k rubles (maybe more). Two scholarships, like this right now)))
