How to compress a video to a specific size?

Is it possible somehow to compress a video using ffmpeg php to a specific size. For example, if the video input is 2 GB, the output should be less than 1 GB. There can be videos of any size at the input and it doesn’t matter in what quality they will be at the output, the main thing is that it is less than 1GB.

I don't know the subtleties of ffmpeg php, but in general you need to first subtract the size of the audio track, and then calculate the bitrate for the remaining video stream so that it does not exceed the required size minus the audio.
