But after a new installation, as if nothing had happened; the same trial period, settings, projects. Through sudo snap remove phpstorm the effect is the same. sudo apt purge phpstorm doesn't work. Is it possible (if so, how) to remove the storm in order to reactivate the trial period for a month?

A storm does not need to be removed to activate.
In your home folder, Storm creates its own directory with settings - such as .WebIde80
This is where the license data is stored.
When uninstalling the program, user directories are preserved.
