How to completely disable HTML caching on a server running Ubuntu 18.04?

Hello!
In the file , /etc/php/7.3/apache2/php.iniI assigned the attribute opcache.enable, the value Off.
Reloaded Apache with command sudo systemctl restart apache2.
But caching has not been disabled and still works.
WHERE IS IT DISABLED?
