How to completely copy everything from one Android device to another?

Is it possible to completely copy all content, including the exact placement of widgets and icons on the home screen, to other android devices?
The models are all identical. I understand that you need to do custom firmware. Or are there easier options?

Root -> titanium and from above through the regular backup of the
Titanium device will transfer all applications with all data, and the regular one usually restores the visual part well
