How to compile an extension for PHP?

In order -
I have windows7 and I need to install the react-php-v8js extension , and even on OpenServer. Using the link provided, you can easily look for a link to one page describing the compilation of this extension in windows, and I would be glad if those who understand this told me how to do this whole thing. Now for me it is very difficult and scary.
The second thing that came to my mind was to use a semi-free cloud, but I'm still not completely sure that I know how to install all this there. Therefore, if it’s not difficult for someone, you can look at the installation section in Linux at the link above and say what needs to be done.
And if the two previous points fail, then it remains only to install another system, and therefore the question is - will it be assembled in the most low-demanding xubuntu system?
