How to compile a Vue component?

There is a .vue component.
You need to compile it into js and css . I can't figure out how to do it.
Written need @vue/cli Installation
Done
npm install -g @vue/cli
later

Once installed, you will have access to vue on the command line.

It doesn't work for me and I don't know what to do about it

Add "%AppData%\npm" to PATH, everything should work
