How to competently "raise" a running IT infrastructure in a budgetary organization?

Good evening!
In the fall, I got a job as a system administrator in one of the schools in our city. Before me, about 6-8 people worked there, i.e. there was a staff turnover. The work is stressful. Events every day. The equipment is sorely lacking. You have to bring your PC out of the house. I am generally silent about the local network. The building is huge. The staff is about 300 people. Some equipment is broken or lost. The network is constantly falling in parts, you have to sweat. There are a lot of printers, there are not enough cartridges and, in short, a complete mess.
Dear toasterovtsy, please tell me some advice on how to get out of this situation.

quit. I'm willing to bet that in addition to everything you've listed 1) "there's no money, you somehow think of something yourself" 2) the salary breaks through the bottom.
There is nothing to do there from the word "absolutely", as it was once fashionable to say. The maximum that you will achieve is in soap and no professional development. Do you think that there is just such a turnover, and you are the only one who, on a white horse and in armor, tried to put the infrastructure in order?

Simple advice - tie with altruism. In addition to "thank you", you will not receive anything, moreover, it will morally restrain you from being fired in favor of a more promising job with the argument "how are they here without me."
The first thing to start with is not to bring "your" tools and materials to work, because the depreciation of these funds is not included in your salary if you are not an individual entrepreneur, but an employee at a rate.

Bring your PC out of the house
This is already enough to dump. I don’t remember a case when a driver delivered in his personal car because of broken branded ones, or when a locksmith dragged a vise to work in order to fulfill the plan. Usually it's the other way around.
Do managers go to work on foot, or do they come in old Zhiguli? Or do they come in representative foreign cars?
