How to combine a manager and a Telegram bot?

Hello! I am writing a Telegram bot and there is such a task that when communicating with a user, a company manager can break into this conversation and answer questions that the bot is not trained in. Is it really possible to do this in Telegram?
So far I see it like this:

1. We declare the id-manager to the bot in advance (so that he knows who is the admin in the house)
   
2. When the bot encounters an unfamiliar question, it sends a message to the admin
   
3. Admin receives a question - answers the bot
   
4. The bot receives the response and sends it to the user
   

But it's all somehow so vague and very doubtful) maybe there is some less perverted way?
