How to make hs users unable to use discord py command?

I have one person who spams with bot commands and the bot freezes / slows down as a result of this. I would like to make the bot reject his commands, and write to him: "You were brought to the Bot's emergency. Commands are not available for you." I understand that this is easy to get around, but still, how is it implemented?

PS I have his id, nickname and tag

I don’t know exactly how it works in Discord, but in a telegram, for example, you can check the user id from which the message came through if id in black_list and respond to all users from the emergency with something of your own
