How to close access to everything but one program?

Good day,
We have installed IP video cameras in our company. Now you need to give the guard the opportunity to watch them. To do this, I assembled a PC, installed the SNVR viewer program there.
The question arose: How to make it so that when the PC boots up, only this program is launched and nothing more can be done?

1. Write an order and sign with the director that only viewing of the video surveillance system is allowed on this computer.
2. Cut the user's rights to the maximum.
3. Change its shell to your program so that the desktop does not start at all
4. Prevent this user from calling the task manager through policies.
