How to close 300,000 pages from indexing?

The site has 2,000 pages with content and 300,000 without content. How to temporarily close the indexing of 300,000 pages? They are empty, content will appear on them in the near future, but now there are a large number of refusals, people come see that the section is empty and leave. All pages are indexed by both Google and Yandex, if we close now, will there be consequences later when we reopen?
