Well, firstly, you need to know what VPS is on - XEN, KVM, OpenVZ, etc.
In the case of full virtualization, it is enough to clone the partition, and on the new vps give the necessary settings, such as changing MAC / IP, network card name, etc.
In the case of paravirtualization, everything is much more complicated.
