How to clear the SyncIssues and LocalFailures directories forcibly and for everyone?

It is necessary to clean up the directory with synchronization errors on the client side. I found a solution to clear the mailbox from the Outlook interface, but the LocalFailures directory on the server was not cleared for the most problematic client. Secondly, I would like to go through all the boxes on the server side.
A purge policy has been configured, but it is my understanding that it will not affect data written before the policy was enabled.
Is there a mechanism to force the cleanup of SyncIssues and LocalFailures for all mailboxes on the server?
You can even use the entire catalog without saving data for the last period.
