How to clear packages on mac?

I have been working on a mac for many years, but how to remove all packages without formatting xs.
On a macbook, I format it without worrying and everything is ok. But on the system unit a few years ago I deployed a hackintosh, and there is no desire to go through 9 circles of hell on a new one, in terms of reinstallation.
Maybe all the same there is some method to clean up all the programming slag?
