How to clear package list in Ubuntu 16.04 after failed upgrade to 18.04?

apt-get install default-jre
Reading package lists... Done
Building dependency tree
Reading state information... Done
You might want to run 'apt-get -f install' to correct these:
The following packages have unmet dependencies:
 default-jdk : Depends: default-jre (= 2:1.8-56ubuntu2) but 2:1.11-68ubuntu1~18.04.1 is to be installed
 default-jre : Depends: default-jre-headless (= 2:1.11-68ubuntu1~18.04.1) but 2:1.8-56ubuntu2 is to be installed
Depends: openjdk-11-jre but it is not going to be installed
 libc-dev-bin : Depends: libc6 (> 2.27) but 2.23-0ubuntu11.3 is to be installed
 libc6-dev : Depends: libc6 (= 2.27-3ubuntu1.4) but 2.23-0ubuntu11.3 is to be installed
 locales : Depends: libc-bin (> 2.27) but 2.23-0ubuntu11.3 is to be installed
E: Unmet dependencies. Try 'apt-get -f install' with no packages (or specify a solution).

From the previous unsuccessful upgrade of Ubuntu 16.04 to 18.04, there is such garbage left, how to clean it up?

Revert to a system backup?
Just remove unnecessary programs?
