How to choose the right processor for your home computer?
The budget is very limited, so here are the candidates:
AMD APU Richland A8-6600K 3.7GHz (hybrid, 4 cores and a decent integrated graphics card)
Intel Core i3-3240 3.4GHz (2 cores, Intel HD Graphics 2500)

- sometimes I play StarCraft 2, but games are not very important for me

If you do not take a video card, only amd. It has much better graphics.
Intel is faster in terms of CPU, AMD graphics are much better.
If you have enough AMD CPU performance - take it, if you need a more powerful CPU - take Intel, but then say goodbye to games, + it costs twice as much.
They would take something from Haswell if possible - the graphics there are much better than in previous generations.
I would recommend getting a Core i3-4330 + SSD for the price of one 3470 - it will feel much faster in normal tasks, except for photo and video encoding, etc.
The built-in HD 4600 video is enough for the eyes even for simple toys, not to mention video and a browser, a little slower than the Radeon HD 8570D.
I think AMD is suitable for your tasks, but you'd better set a budget first. And then for someone $400 is a lot, but for someone $4000 is normal.
