How to choose RES for WRC?

They gave a topic for the WRC "Protection of communication lines from electronic jamming", tell me which system to choose and what method of protection against electronic warfare is now relevant. I can't figure out how to implement this theme :C

Write that jammers operate at constant frequencies in a narrow range. And if you change the frequency pseudo-randomly in a wide range, then you will not be able to drown out such a channel.
We need an analysis of what is currently being used to suppress communication and how to get around it.
