How to choose a technology so that the client is satisfied :)?

Good evening!
The task is trivial - a small table with a search, deleting / adding rows, taking a backup. Everything would be fine, but the client asked me to do it personally for him on the computer. I would like to do on the stack that I am more familiar with - html, mysql (or mariaDB), php. But then he will have to install Apache on his computer, and this is a hassle for me. The client has vidous10, I have ubuntu. I studied Delphi and C ++, what is better to choose for this task so that I don’t have to install a lot of things on the client’s computer (he asked that if something breaks, he could reinstall my program without me)? Or is it still better to persuade the client to the site?

In my opinion, Excel can do all of the above out of the box. Well, except that you can spice up VBA to taste.

Persuade the site. This is more convenient because:
- there is access from anywhere, from any iron
- you can harness the manager Lenochka to fill out routine things by giving her an account
- you can give access to suppliers to update prices (down with the blasphemous excel via mail)
... and in general "This is the Internet, The future is here! Soon you will be able to play Mortal Combat with a friend who lives in Vietnam!"

In most cases, the client is not interested in what technology will be involved in the implementation of the project.
The main questions for the client are what convenience it will bring me and how much it will cost.
