How to choose a router that supports VPN?

Hello, advise me the brands (preferably models) of routers that support VPN protocols, such as IPsec and OpenVPN at the same time (the more the better), and I would like these protocols to function in full, and not in a truncated form (such as Microtic and OpenVPN) It is desirable to be as cheap as possible, since the main goal is to study the principles of operation and settings (high power is not needed)

Virtual machines are our everything. There are a lot of soft routers: pfSense / OPNSense, Mikrotik CHR, openwrt, etc. There is also an eve-ng or gns3 project just for network experiments.
