How to choose a file storage with access to different levels of nesting?

Hello everyone,
For a small office network, it became necessary to purchase file storage with access control to folders of various levels of nesting.
For example, to give user24 access only to the folder: section_1_without_access/section_2_without_access/section_3_available...
respectively, to user23 section_1_without_access/section_2_available...
etc., set the access level by yourself
. In online stores, not a single consultant answered exactly whether it is possible to set up such an access hierarchy.
I ask a question: is there a network storage that meets the described requirements? Where to find?
For a number of reasons, the server is not considered.
