How to choose a device for the functionality of the Android application?

Good afternoon. I am developing an Android application for a tablet as a project from an organization.
The application also uses the graphical resources of the device, and quite often accesses the remote API resource.
It’s clear that if I don’t take up the issue of selecting a tablet, a model that can correctly support the application in terms of hardware resources, then the management of this organization will simply buy the cheapest option, which will cause everything to fail and not cope.
Maybe someone faced a similar problem? How to measure the system requirements of an application? And corresponding to them to choose the device?
