Hello everyone, there is a site with several users with the same ip. These users are from Donetsk (Ukraine). As I understand it, this is the same person, but taking into account the situation in that direction, doubts arise ... maybe they have some kind of garbage there with the Internet, for example, they are neighbors and use a cellular operator modem and climb from the same tower. Actually, I don't really understand this. Consult, please.

You see the IP address from which the user came to you.
In most cases, providers do not give users a white (real) IP address, and all users of this provider go from the same address - this is the provider's gateway address.
Therefore, it is quite normal when a dozen or a hundred users go from one address.
