How to check the team lead?

Hello!
We want to hire a person for the position of Team Lead.
But no understanding on how to test it? How to understand the level of knowledge and whether a person has the necessary knowledge?

As I understand it (judging by the tags), there are a number of ASP.NET programmers, since they needed a team leader. If there is, then why are you not satisfied with the choice of your programmers? In my opinion, a grown-up team leader is in most cases better than an outside one.
If you still cannot do without a team leader, then:
- Technical requirements. Here is the trouble with this point, because it is not clear who will be interviewing. You can send one of your programmers to interview, but it's kind of stupid when a programmer interviews his potential boss. Of course, you can google the requirements for ASP.NET Middle/Senior yourself (there are enough of them even on the toaster), but most likely you will lose respect in the eyes of the applicant, because he will quickly realize that you understand the topic worse than him.
- Leadership and organizational skills. This is a question for psychologists and your ability to understand people. Ask him how he would build work in his department, how he would set deadlines for subordinates, how he would influence conflicts, etc.
Basically, you still have to rely on resumes, reviews from employers and your intuition.
