One person suggested a domain in order to learn how to make a website and so on. I don't trust this person a bit.
Is it possible that he will somehow steal my data, for example, files or system data (ip, mac, etc.)

It will definitely pull you in if you write something worthwhile that can be exchanged for money.
Install OpenServer and develop everything you want there on your local computer. And how to learn to more or less understand what and how - get yourself a domain and hosting.

You can't check this. Granting a domain is generally an empty phrase. Maybe you mean hosting with a domain.
But at the level of knowledge you have now, you don't need a domain.
You can put a web server on a home machine and learn the minimum things on it before contacting domains.
