Does the TTL in the DNS server response affect the browser's DNS query rate?

do I understand correctly that the TTL in the DNS response for the browser will allow you to control the frequency of queries to the DNS?
for example, the TTL for somesite.com would be 100 seconds. if the user does not access DNS within 100 seconds after the first request, will he have to request an IP for the domain after 101 seconds?

Hypothetically yes.
On practice:
  • Some intermediate DNS servers cache the non-TTL response (as @saboteur_kiev pointed out), but this rarely happens now.
  • Some browsers have their own DNS caching mechanisms.

TTL does not affect the browser, but the operation of DNS in general.
You have a cache of the DNS client in the OS
your DNS server has its own cache
your DNS server has a DNS server that has its own cache
and so on until the root server
but 100 seconds is very short, it is likely that on the way to your browser, some DNS server won't resolve more often than xx despite your TTL settings
