How to check the answers to the tests that are marked on the sheet in special places?

We have an empty answer form, an already completed form (by filling in the cells in the table), an answer file (it simply contains answers to questions: 1-A; 2-B; 3-B. How can I programmatically check these tests (in Delphi /c++/QT) Having a scan of the completed form and a response file.
