Gentlemen, are there those here who have had to solve the problem of meeting the following requirements of the law?

"... Messengers will have to check information about the user's number with his mobile operator. As follows from the decision, the messenger sends a request to the operator, and he must check and respond within 20 minutes. If the number is not in the operator's database or the operator does not answer , the messenger will not register the user.If the user who has passed the verification changes his information or changes his phone number, he will need to go through the procedure again.

After registration, each user will receive a unique identification code in the messenger. The messenger will transfer this data to the operator, and he will have to enter them into his database. If a user who has previously passed the identification procedure terminates the contract with the operator, the latter must notify the messenger about this within 24 hours. The messenger, in turn, is obliged to re-identify the user within 20 minutes after receiving such a notification. If this fails, the registration is considered failed and the user will not be able to use the messenger."

About an hour of surfing in search engines did not give an understanding of how to proceed step by step to solve the problem. If we take only the CIS, there are 2-3 dozen operators here. What should a unified solution look like to perform phone number verification, regardless of which operator we are dealing with?
