How to check if the characters in the encoding match?

We connect online cash registers. There is a note in the technical requirements for the script:
Since the fiscal drive stores data in CP866 encoding , and they are transmitted in
UTF -8 encoding , in the “name” (“Position name”) field, you can specify only those
Unicode characters for which there is a match in CP866 .

How to organize such a check? Those. I have a product name in UTF-8, I need to check if there are corresponding characters from this string in CP866 encoding.

Convert UTF-8 -> CP866 -> UTF-8
