Theoretically - look for a provider that recently bought AS, which previously belonged to the Novosibirsk provider. Since the geolocation service is based on databases, and the databases are updated at different intervals, some services will determine you to Novosibirsk for a long time (as it was with my VPS, which was actually in Holland).
It could very well be almost impossible :)
